Caesarea was built by King Herod the Great in 13BC and the harbor was known as Sebastos, was completed in 9BC.
Acts 18:22 - When he (Paul) landed at Caesarea, he went up and greeted the church and then went down to Antioch.
Other mentions of the harbor - Peter and Cornelius Acts 10, Paul Acts 27:1 as he left for Rome in AD60.
